Uttarakhand Subsidy Terminology & Glossary
Demystifying government jargon: Plain-English explanations of key financial and legal terms used in Uttarakhand MSME and Tourism subsidy notifications.
In-Principle Approval (IPA)
Formal prior authorization issued by the District Industries Centre (DIC) or Tourism Department before an entrepreneur purchases machinery or commences civil construction. Purchasing assets prior to In-Principle Approval permanently forfeits capital subsidy claims.
Detailed Project Report (DPR)
A comprehensive techno-economic document prepared by financial and subsidy professionals outlining the business model, machinery specifications, civil cost estimates, 5-year financial projections, cash flows, and debt service coverage ratio (DSCR). Required for both bank loan sanction and government subsidy appraisal.
Credit Guarantee Fund Trust for Micro and Small Enterprises (CGTMSE)
A central government scheme that guarantees bank term loans and working capital up to specified limits without requiring third-party personal guarantees or secondary collateral property. Heavily leveraged under PMEGP and MSY.
Margin Money Subsidy
A back-ended capital grant provided under schemes like PMEGP and MSY. The government deposits this money into a Subsidy Reserve Fund (SRF) account at your financing bank. After successful operation for 3 years without loan default, the margin money is credited toward adjusting your loan principal.
Capital Investment Subsidy (CIS)
A non-repayable cash grant reimbursed by the state government against verified capital expenditure on new factory buildings, plant, and machinery. Subsidy percentages range from 15% in plain regions up to 50% in remote hill districts.
Udyam Registration
The official zero-cost digital identity issued by the Ministry of MSME, Government of India. Having a valid Udyam certificate with appropriate NIC codes is the baseline prerequisite for claiming any state or central industrial incentives.
Subsidy Reserve Fund (SRF)
A specialized interest-free term deposit account opened by your lending bank where the government transfers approved subsidy funds. The funds remain locked in the SRF account until final physical inspection and lock-in period compliance are certified.
Net SGST Reimbursement
State incentive allowing eligible manufacturing and tourism units to claim reimbursement of up to 100% of the State Goods and Services Tax (SGST) paid to the government for up to 5 consecutive operating years.
